I am in the middle of setting up an apache server on my laptop, i will be installing php, mysql, perl and every other language i can think of on my computer.

I am wanting to learn a lot of these over time but i want the 2 you think i should do in order 1st and 2nd.

I am intrested in:
php with mysql
perl maybe with mysql also!

for myself and from these i will make tutorials as i go to help newbies like me!, do you think those will be good for now? eventually i will start other languages too.

PHP -> MySQL -> PHP with MySQL -> Perl -> Perl with Mysql

Well i know how to use mysql quite well already and i know small bits of both php and perl so i think im going to give them both a try as it stands

Learn HTML/CSS then the SQL syntax then the languages like perl etc...

hmm.. well, if you don't know client side programming languages, then there's no way you can get to the server side. At least, that's what I think haha, since Server side would require client side coding, but client side coding doesn't require server side coding..
