PHP and user profiles?

Ok i will soon be wanting a user profile so that people can look at different users profiles, i was wondering how they work?

Take mine for as an example:
http://www.programmerstalk.net/member.php?u=4

How do you make it so that number at the end is there to identify the user, is it anything to do with the urlencode? and how does my page know that the user to show is user 4? (in my case).

Just a little confused on this,

That's the database id. Well-designed databases usually include an integer that counts up starting from one for all of your records. This number is known as the primary key and it's automatically programmed to increment. You happened to be given the number 4 when you were added to the database and that number uniquely identifies you.

Take note that I have not defined a primary key above; I have given an example of a primary key. A primary key is a key which is unique for each user and is the primary identifier for a given row.

I have already got a primary key for the user id that automatically increments, what i want to know is how does the php know what user information to show, how does it know i have just click on member 4 and that it needs to show member 4's information?
