Go to your camera shop, quote your price range, select the camera that feels right in your hands.... and enjoy

If you want something cheap then you can either get the Canon Rebel XT (350d), Nikon D40, or the Pentax K100 d.
I know most people would prefer the Canon or Nikon but Pentax K100 d in my perspective is much better. Although it's line of lenses is small, you're still a beginner so i doubt that you'll buy a really expensive one.
Most Pentax lenses are very reasonably priced and the look good too. The Pentax also has image stablization and weather proof seals. It's also the cheapest one.
The Canon Rebel XT is also a great camera. My cousin has one and it works great.
I have the Nikon D40x which is exactly like the Nikon D40 except that the D40x has 10mp. Since you are new to photography you won't have to worry that you can only use Nikkor lenses for it to autofocus.

You can pick up very high quality film cameras of the 70's and 80's quite cheap on ebay.
