1) An HTML editor is a program which allows you to create webpages. HTML by itself is a non-changing page. Most editors will allow you to add in javascript, CSS, and other server-side languages such as PHP. Those additional languages give the HTML life.

2) It's blank b/c you don't have an editor. You can use an editor (e.g. Dreamweaver, Crimson Editor, Frontpage [please avoid this!]) and they'll be an option that you can choose in that area.

Actually there are 2 types of program that you can use to create HTML codes:
1. HTML Generator (this would be like Frontpage and Dreamweaver)
2. Text Editor (notepad, textpad, notepad++, crimson editor)

HTML generator would help you to get through HTML in some sense, but it won't give you understanding in the long run. It's called HTML generator because it will generates HTML codes for you when you drag and drop items.

I would recommend you to really understand HTML before using those HTML generators program, it would actually helps though when you're dealing with huge HTML file.
