If you want to program in VB 6 then Visual Studio 6 is what you need.

If you are quite happy to program in a newer version then get VB.NET 2008 Express Edition, when you try to open your VB6 program it will convert it to VB.NET 2008, you then have to continue coding in 2008. (Should it not convert everything you will have to make a few fixes)
