Command line will show your Hello World, wouldn't it?
Talking about compiler, it's depending on your needs.. I personally used GCC with both my linux and windows environment because I just look for the STL.. Well, yeah I know that all of the compilers does have STL, but this one is nothing fancy.. it's up to you, really... lol...
