I am not sure if PHP can but i am quite sure you can make a .swf file to run hidden that communicates with the PHP, which can then output the flash version message.

deconcept › SWFObject: Javascript Flash Player detection and embed script - This is using only a .swf from what i read and it may help you to do something with detecting flash.

I was 99% sure you could detect with Javascript and i found - JavaScript - Flash detect it also uses a little VBscript in it also.

Sorry its not PHP but PHP is server side so chances are it can not detect flash on its own.
