Your second example is in XML, but it isn't "well-formed". There has to be a root element, such as sitelist to enclose the rest of the XML elements. Technically, you should also include an XML DOCTYPE declaration or XML Schema definition file (maybe that's what you meant by "header"?) :p

Yep. I was keeping it very simple for the example. Just for everyone else to know, this is what he's recommending as well-formed:
