You can't tell from that URL. Why? HTML doesn't act on GET variables unless one uses some kind of scripting language in the HTML itself (e.g. javascript, vbscript, ECMA script) -- that's not very common, however. Also, the server can be programmer to have any combination of languages (e.g. PHP, Ruby, Python, ASP) parse an HTML page, so it really could be anything.

I would assume it's something server side like PHP or ASP. One of my sites runs on a PHP CMS package and all the page names are run through mod_rewrite so they look like pagename.html, but some do have query strings like what you're describing.
