EDIT:
you might not understand, but i want to create a program that constantly refresh's and scans a web page, and if it finds one of my pre inputed words (ie: spam and others) than it informs me somehow

something i can leave on for days on end, checking once every couple of days

You can use almost any language for this task. C#, VB, C, C++, Ruby, Python, PHP, etc. It just depends on which one you prefer. For this, you may want to look at VB and create a desktop application that you can run on your computer which will periodically check the webpage. Then, you just search through the contents for the desired words and flag them as necessary. For greater assistance on this, you may want to go to a forum on your preferred language. If you're cool with a desktop, I recommend VB. It stands for VisualBasic and back in the day BASIC meant "Beginners All-purpose Symbolic Instruction Code" - they key word there being "Beginners". With today's free RAD development environments (even one offered by MS), you can pick this up fairly quickly.
