These are technically called WYSIWYG editors. Among quite a few, the common ones used on Microsoft Windows is
1. Microsoft FrontPage (the version depends on MS-Office)
2. Macromedia Dreamweaver

There are a few others HTMLDog, if I am not wrong.

On Linux distributions
a. Mozilla Composer (few prefer to use)
b. QuantaPlus (appreciated among quite a lot)
c. Bluefish
